Never seen those before. Are they used as a way of changing cam timing?

Me neither, but I would have thought they'd be used in a similar way to offset dowels or even a peg type cam pulley.

you guys are too young! in the days before verniers that was how you altered cam timing, you would build the engine using standard sprockets etc, measure the timing to see how far out it was and then use offset dowels or woodruff key to correct

Correct, you could get them everywhere.

Today I make the keyway in the pulley wider to the size I want to move the cam. I fill up the other (drive) side until I got my correct setting. The filling is only needed for the position and can be anything you find. Weld rods, thin metal plates etc... Once position is right, torque the camshaft pulley bolt and done. BTW, you do not even have to fill up the gap on the drive side but makes setting much easier. On the dyno, for quick changes of setup I use nothing than the torque of the bolt. If anything go wrong it can only move a very little before it the key lock the drive. Very cheap, takes 2 minutes with saw to make the gap wider. Saves +/- 100 - 150 € on most engines.

and on engines with dowels, we simply timed then without a dowel and the drilled our own hole and pinned it ignoring the factory stuff
