38 dgas blown through setup?

I was browsing the site and found a post about supercharging a pinto and this was done with a carb setup. They used a 38 dgas in blown through setup, can somebody tell me what that means.
is there some modification kit that can be used to make carbs like this usable for supercharging/turbocharging?

the best way to do it is the way the likes of broadspeed used to do it and thats to mount the whole carb in an airtight box, that way the carb doesnt know its been blown through and behaves exactly th esame way as in a normal application the only other thing you would need to do is use a rising rate fuel pressurre regulators if your going to run more than a couple of pound of boost otherwise as the boost increases the boost pressure will reduce the amount of fuel entering the carb
