They are also a shoulder type bolt not a standard set bolt.
It does on the one bolted through the water pump !!
oddy enough i rebuilt two engines last year which both still had them, both were in kit cars!
It does not have the cover fitted because I don't have the fastenings, I want to fit it for safety and so that the engine bay looks right.

Yes I have those fitted to the engine, although there is a hole in the end with what seem to be screw threads, I thought the bolts screwed into these.
Yes the bolts screw into the studs. And the shoulder on them does matter. That part holds the rubber grommet that fits into the cambelt cover and because of the shoulder you can screw it tight onto the stud.
EXACTLY !!??, ordinary M6 bolts would just pull the cover into the belt & cause it to break, and them "orrible" little rubber grommets, nearly always rot, more so if they get old dirty used oil on them.
Still looking for a set of the retaining bolts.
