    Hi,
    unfortunately i don't have the solution for your problem but i have just the same problem on a pinto and a wosp starter.
    It's not fully engaging and won't retract. 135 teeth flywheel and 10 teeth wosp starter, same problem with a 11 teeth wosp starter which is slightly offset.
    I ran it without the dust plate but i can't believe that this is the reason for the problem.

    Did you came to any solution???

    Hi i fitted powerlite starter and it solved the issue.the other starters were not reaching flywheel properly.i cut dustplate off where starter fits and this brought starter a good 5 mil closer as well
