The whole point of putting the cam in, in the first place it is to make more power so you need to time the cam correctly to the engine
if you use a standard pulley the cam will work, you might not be getting best from it but it will definitely work, how much away from optimum will depend on whether the block and head have been skimmed and accuracy of the grind in relation to the key way. there are plenty of engines out there running performance cams on standard pulleys.
but even timing the cam in using a vernier as per manufacturers specs doesn't guarantee the cam will be optimum it should be close, but the only way to be 100% sure is swing the cam timing on a dyno/rolling road, ive done it, usually the cam ends up where i timed it in, but not always

Unless you have a means of determining what timing is optimal.....which generally means a dyno. It's a bit of a moot point.
Simple answer, fit it, see where cam timing lies, and as long as it isn't miles off what the cam maker recommends, don't worry about it too much.
Unless you are going to dyno test it to see what works best on your combo, then definitely get one.
