    can the twin belt sierra injection alternator set up be used on a mk2 escort rs2000?

    If it mounts in the same place and the pulley is swapped - I can't see why not!

    Yes. I had a 90 Amp twin pulley alternator in my RS2 when I did some road-rallying.
    Check (or change) the wiring that it can handle the extra Amps.
