I could be wrong, I don't have experience about duratec yet, because it's in project phase still. Did notice in cast iron block with aluminium support girdle over stock caps that without correct washers under 12.9 bolts the crank didn't turn freely. And my mistake that I didn't make the honing again with the correct washers (machinist shop did hone the bore without washers). Did drive 13000km and opened the engine due valve dropping and crank bearings looked like bore haven't been totally round.
But you can easily measure that crank bore without bearings when arp studs are torqued to specs, if you have bore dial gauge avaible. Maybe professional builders have measured and seen that it doesn't change much, I Don't know how professionals do things in England.
For my own project, I will take the block to machinist and he can hone that crank bore just to be safe. I don't understand that way of thinking which many seems to have, that something isn't necessary and leave it undone. Like this honing, I would do it just to be sure, expesially when talking about expensive engines. This isn't big investment when thinking you have 5000£ or more cost engine.
But everyone does like they wan't, I just wanted to give something to think about and to be sure you don't brake the engine too soon.
