They are cooling holes for the air flow to go through the rad. I would keep them given the heat where you are in the world
I also have one of these on my early mk1-according to David (willid1) its listed in the parts book as air deflector and it appears not many escorts were fitted with them.

Personally I'd try and unpick it carefully if you're fitting quarter bumpers and keep hold of it you never see them for sale. :wink:
