help im s**t at photoshop

ok im just mucking around on photoshop because ive just got it, does anybody know where and how to shrink an object, e.g. if i take some wheels off a car to put them on another, how do i make them small enough to fit in the arches

Go edit -> transform -> then there are various options to manipulate it there
