Going along with the blocking airflow to the tyres idea, Is there a way to channel the break heat out into the rim only with airflow? Might help put a bit more temp into the tyre....but could also overheat the brakes, so maybe not.
And as for the needing £1000, If you want to fit/convert my capri to EFi for me you can start the fund
